Our Work
Advancing Healthcare Through Innovation and Reform
Transforming systems, policies, and care models to build a healthier, more equitable Oregon.
What We Do
Driving Systemic Change for Healthier Communities
At FamilyCare Health, our work focuses on transforming Oregon’s healthcare system to address the root causes of poor health, reduce costs, and improve outcomes for all. Drawing from more than 35 years of experience delivering care to Medicaid and Medicare members, we now lead as an independent non-profit focused entirely on research, education, and policy reform.
We know that healthcare works best when it treats the whole person—addressing behavioral health, social determinants, prevention, and access. Our work centers on bringing these elements together to build a smarter, more equitable healthcare system.
Educate Stakeholders
We work directly with legislators, healthcare leaders, and community organizations to educate them on the evidence behind healthcare reform. By sharing real-world data and practical solutions, we ensure decision-makers have the information they need to design smarter policies.
Advocate for Policy Reform
Our policy advocacy is grounded in evidence and practical experience. We push for policies that address social determinants of health, expand access to care, improve reimbursement rates, and promote preventive care.
Promote Innovative Care Models
We identify, test, and promote care delivery innovations that show real promise for improving outcomes and reducing costs. Our work focuses on integrated, community-based care that brings services closer to where people live and work.
Conduct Objective Research and Evaluation
We believe reform must be driven by data, not assumptions. That’s why we invest in research that evaluates the effectiveness of policies, care models, and community programs. By sharing what works—and what doesn’t—we help ensure Oregon’s healthcare system continuously improves.

Our Unique Role
Experience Meets Independence
Our decades of direct healthcare delivery experience give us an insider’s understanding of how the system works—and where it breaks down. As an independent non-profit with no obligations to donors, shareholders, or political agendas, we are free to advocate for the policies that evidence shows will make the biggest impact. We bring together healthcare providers, public health leaders, policymakers, educators, and community organizations to break down silos and create coordinated solutions. Health doesn’t exist in isolation—it is shaped by education, housing, transportation, and community support. Our work reflects that interconnected reality
